This article assumes the existence of a theoretical city, called Warsaw, divided into districts, where one analyze a situation of time needed to travel to downtown with the use of urban roads classified, due to their characteristics, as public goods. The authors pose the hypothesis that while studying traveling time using the public good in equilibrium there exists the external effect which results in the effect of smoothing the traveling time to the center between the neighboring districts. For confirmation of this hypothesis, the spatial model SAR that takes into account the spatial dependence is going to be used.pl_PL
