The purpose of this study is to present diagnosis and analysis concerning change management processes, paying particular attention to preparation phase and methods of implementing
organizational changes.
Apart from theoretical analysis of legal bases and the principles of the local government activity, empirical research were conducted. The undertaking considerations were referring to
methods of filling high clerical positions in UML, as well as processes of selection members of the
