Implementation of all these programs is important, although their importance in the creation
of permanent jobs is varied. The most expensive and least effective in this regard are public jobs.
They are, however, very important in employing people with low level of education. They also
give a chance to get the rights to social benefits. In this sense, these programs determine multiple
returns to unemployment.
The most effective labour market programs are those, which are intended to create new job
vacancies. In the final year of analized period, the most effective were public jobs and the
refundations of the costs of workplace equipment. However, an important role in solving the
labour market problems have labour offices and concepts created by their leaders, for example the
rule implemented in działdowski district based on the formula: “One unemployed person- one
employer- one program”.
