Abstract
The main thesis, which the author tries to prove, boils down to a statement that the theory of economy is unable to adjust itself to requirements of the contemporary world in a satisfactory way, and that realization of its indications may even generate effects that are quite contrary to those intended. Here are several examples: 1. The traditional economy bases on the analysis of short-term changes of economic parametres. It does not make sufficient allowances for phenomena of uncertainty and risk, all the more so that conditions of economic activity have changed. 2. Contemporary economies, especially those suffering from diverse deficits, are characterized by a system of bribing. The so-called "shadow economy" appears, which has a stable and common enough character to be reckoned with in the theory of economy. 3. The traditional concept of economic rationality, although it should be applied and recognized, is highly insufficient. The contemporary complex reality along with a growing risk and uncertainty calls for an active and deliberate shaping of socio-economic processes. What is meant here are determination of the reality, its anticipation, and outlining of goals and methods of activity. It also involves a necessity of using moral evaluations, because an essence of this process lies in answering a question which form of development is most advantageous for the good of people.
