Reducing regional disparities in Europe: the policy issues

Abstract

This paper examines the key issues to be addressed by policy-makers seeking to reduce regional disparities in Europe. lt explores the nature and causes of existing disparities and critically appraises the effectiveness of the prevailing policy approach towards tackling them. lt finds thai although it is flawed, fundamental reform of the policy is circumscribed by both the limited European budget and the demands of striving for closer economic union. Accepting this policy framework, there is a need for a closer scrutiny of prevailing expenditure and revenue flows to and from the regions.
