Racjonalizacja kosztów kształcenia zawodowego - potrzeby i możliwości
Streszczenie
Rationalization of vocational training costs aims at improving and raising the level of education. A point of departure should be a model of educational accomplishments, with a model of education to be elaborated on its basis. Rationalization may be approached in its strict sense, i.e. restricted mainly to economic-financial aspects and in its more general sense taking into account also the problems of organization, structure, school curricula, network of schools, etc. For two principles of rationalization of activity to find their application with regard to the schooling system it is necessary to impose certain constraints and make some adaptations, which is prompted by a specific nature of vocational education. Rationalization of vocational training costs is analyzed in this article from the macro viewpoint, i.e. of the Ministry and a local school board, and from the macro viewpoint - of a school or a complex of schools. This is followed by an analysis of constraints to and possibilities of using rationalization of education costs according to the manner in which schools are subordinated, with schools being divided into those subordinated to local school boards and those attached to industrial plants.
