Abstract

The reform in the social services sphere involves a necessity of taking social, economic or financial decisions. One of major problems are sources of financing. Till recently the main, and sometimes the only source of financing was the budget. At the present time attempts are made to increase the degree of autonomy and self-financing of economic units, which generates a search for new non-budgetary sources of financing. The Arts is this sphere in which the problem in question arouses most controversies. The article discusses the present sources of financing the Arts, and evaluates the functioning of the most important financing source, i.e. the Fund of Arts Development. The main attention has been focussed, however, on presentation of controversial problems connected with introduction of payments for cultural services and using the Fund as a new source of financing the Arts.
