Abstract

Article is constructed from three parts. The first discussed competentions of Russian governor and role of his chancellery in administration of the gubernya. The second is concentrated on functionaries and internal organization of the chancellery, especially specific for Russian clerical work methods of documents and files handling. Third part of article is devoted to systematic presentation of all kinds of preserved documentation of history of book and periodical press: on the concessions on periodical press and general surveillance of them, on the censorship of publications, on book market and distribution of publications, on printing firms and libraries, on Russian propaganda periodicals.
