Streszczenie
On 1 May 2004 Poland will become a fully-fledged member of the European Union. The
Process of adjusting law, institutions and operating modes to the EU requirements can be
termed as the Europeanisation. The article concentrates on the Europeanisation as a shaping
Power of institutional change in Poland. Its target is to assess the institutional performance
of both state and non-state stakeholders involved in the design and implementation of the
cohesion policy, i.e. regional policy and environmental policy, mainly at sub-national level. It
where both policies, which operate in a very decentralised matter, are conducted. The article
draws from the outcome of the international research project co-financed by the European
Union, the author participated in. The project was focused on the EU enlargement and
multi-level governance. It identified patterns of institutional learning and Europeanisation
among cohesion countries and formulated lessons for new members (Poland and Hungary).
The interactions between EU and domestic policy-making structures were examined, both
qualitatively and quantitatively, in a selected region - the Lodz Voivodeship in Poland.
