Kompozycja konsolidacji fiskalnej – skutki dla wzrostu gospodarczego

Abstract

Celem artykułu jest przedstawienie wyników najnowszych badań A. F. Alesina i S. Ardagna nad wpływem polityki fiskalnej na wzrost gospodarczy i konsolidację finansów publicznych. Rezultaty wspomnianych analiz empirycznych próbowano skonfrontować z założeniami programu antykryzysowego opracowanego przez irlandzki rząd. Konsolidacja irlandzkich finansów publicznych w 2/3 opiera się na stronie wydatkowej i w 1/3 wiąże się ze wzrostem dochodów. Takie działania wpływają na wzrost konkurencyjności irlandzkiej produkcji, dając wymierne skutki w postaci wzrostu eksportu netto i powrotu tej gospodarki na ścieżkę dodatniej dynamiki PKB.

The aim of his paper is to present the results of the latest research of Alesina and Ardagna concerning the impact of fiscal stimuli and fiscal adjustments on economic growth and public finance consolidation. The paper shows the Irish government’s fiscal consolidation strategy which objective is to overcome the crisis and enhance economic growth. Basing on the results of Alesina and Ardagna research and the experience of Ireland from the late eighties of the XX century the author has made attempt to prove that Irish strategy can be a good recipe for increasing growth and also stability of public finance.
