The measurement of effects of the cohesion policy of the European Union creates many dilemmas and controversies. This is connected first of all with the ever-changing definitions of consistency and the way it is perceived. Therefore it is extremely important to determine the basic principles of the measurement both in terms of economic, social and territorial aspect.
