Abstract
The article presents the main directions of changes in the EU cohesion policy proposed
by the European Commission, that where stated in projects of new regulations
for the years 2014–2020. It also shows the new financial rules created by the decision of
European Council concerning the EU Multiannual Financial Framework. It examines
the factors which determine the necessity of the fifth reform of the Cohesion Policy and
the report prepared by Fabrizio Barca which defines its main pillars. A point is made,
however, that the final shape of the cohesion policy in the next seven will depend on the
acceptance by the European Parliament of European Commission’s proposals and European
Council’s financial decisions.
