Employment in small and medium companies was decreasing in years 1999-2002, so the
development of this sector is being made through the investment in fixed assets. Nevertheless,
high quantitative potential and good educational level of workers can be a source of competitive
advantage. On the other hand, shortage of complex human resource management systems and
limitation of scope of training activities is dangerous.
