Skuteczność instytucji referendum lokalnego w sprawie referendów tematycznych w kadencji 2014–2018

Abstract

The aim of the article is to analyze the local thematic referendum process in terms of: effectiveness, turnout and popularity. Therefore, we used the following methods: the content analysis of legal articles and statutes, and statistical analysis based on data obtained from the bank of the Central Statistical Office and the National Electoral Commission. We managed to draw conclusions: thematic referenda are characterized by: lower popularity, higher effectiveness regarding to local appeal referenda and high turnout in relation to all referenda conducted in the 2014–2018 term. Finally, we suggested potential changes that could positively affect the quality of the process and solve the indicated problems.

Celem artykułu jest analiza procesu lokalnego referendum tematycznego pod względem: skuteczności, frekwencji oraz popularności. W artykule wykorzystaliśmy metody: analizy treści artykułów prawnych i ustaw oraz analizę statystyczną danych uzyskanych z banku Głównego Urzędu Statystycznego oraz Państwowej Komisji Wyborczej. Zgodnie z przeprowadzanymi badaniami udało nam się uzyskać następujące wnioski: referenda tematyczne charakteryzują się niższą popularnością, wyższą skutecznością wobec lokalnych referendów odwoławczych oraz wysoką frekwencją względem wszystkich przeprowadzonych referendów w kadencji 2014–2018. Zasugerowaliśmy potencjalne zmiany, które mogłyby pozytywnie wpłynąć na jakość procesu i rozwiązać wskazane problemy.
