Rola samorządu miejskiego Łodzi w zakresie ochrony zdrowia mieszkańców w dwudziestoleciu międzywojennym
Streszczenie
Niniejsza dysertacja doktorska ukazuje istotną rolę samorządu miejskiego w zakresie ochrony zdrowia mieszkańców Łodzi w okresie dwudziestolecia międzywojennego. Praca ta stanowi kolejny krok w badaniach poświęconych historii łódzkiego samorządu.
Przejęcie przez Samorząd m. Łodzi w okresie II Rzeczypospolitej całokształtu zadań w zakresie ochrony zdrowia na terenie Łodzi miało decydujące znaczenie dla realizacji rozwiązań organizacyjnych zdrowia publicznego. Wszystkie te działania były zapowiedzią stworzenia godnych dla ludności warunków życia. Priorytetem było zlikwidowanie bądź ograniczenie palących problemów zdrowotnych. Samorząd m. Łodzi by osiągnąć postawiony cel implementował wiele innowacyjnych rozwiązań co pozwala stawiać go w roli lidera w zakresie ochrony zdrowia pośród samorządów największych miast w Polsce. Niestety wybuch II wojny światowej oraz brak możliwości przekazania większych środków finansowych na ochronę zdrowia zahamował dalszy rozwój miejskiej samorządowej służby zdrowia. Po głębokiej analizie problemu badawczego jakim było ukazanie roli Samorządu m. Łodzi w ochronie zdrowia mieszkańców Łodzi można wysunąć wniosek, że rola ta była znacząca a działania podejmowane przez Samorząd zaspokajały w dużym stopniu potrzeby zdrowotne łodzian. Istotnym argumentem dla podjęcia badania historycznego, mającego na celu szersze poznanie rozwiązań organizacyjnych samorządu miejskiego i jego udziału w ochronie zdrowia publicznego z okresu II Rzeczypospolitej, była współczesna krytyka działalności służby zdrowia w Polsce. Problem, który przedstawiono w niniejszej pracy jest bardzo ważny dla zgłębienia wiedzy o rozwiązaniach systemowych opieki zdrowotnej i zdobycia wiedzy niezbędnej dla przezwyciężenia narastających w służbie zdrowia trudności. The following doctoral thesis focuses on the importance of the role played by the local government of Łódź city in healthcare, during the interwar period - between the end of World War I and the beginning of World War II. This thesis is a further step in the research done on the history of the local government of Łódź.
Taking over the responsibility for the healthcare within the city of Łódź by the local government in the Second Polish Republic exerted a decisive impact on the implementation of the organizational solutions concerning public healthcare. The actions taken by the local government were the harbinger of the creation of decent living conditions for the citizens. Top priority was given to finding an ultimate solution to, or, at least, reducing the number of urgent health problems, followed by the implementation of numerous innovative solutions addressing the problems in question. Consequently, the local government of Łódź outshone other local governments of the biggest Polish cities in the field of health care. However, the outbreak of the World War II, combined with the lack of funds allocated to the healthcare sector, hindered the expansion of the urban local government health service.
After a thorough analysis of the research problem, namely – showing the role of the local government of Łódź in the health services for the citizens, we can draw a conclusion, that the role in question was immense, while the very actions taken by the local government successfully addressed the problems of Łódź residents.
The contemporary criticism of the Health Service in Poland was a compelling reason for undertaking the historical research, aimed at obtaining a further insight into the organizational solutions implemented by the local government, as well as the role of the latter in the public health care in the Second Polish Republic.
The issue raised in the following thesis is crucial for the expansion of our knowledge about the system solutions concerning health care, and allows to gain information invaluable in overcoming the increasing problems of the Health Service.
