W monografii przeanalizowano rolę jednostek samorządu terytorialnego (JST) w kształtowaniu i wdrażaniu europejskiego modelu gospodarki cyrkularnej w ramach polityki regionalnej Unii Europejskiej. Celem publikacji jest określenie znaczenia władz lokalnych jako uczestników wielopoziomowego zarządzania, rzeczników interesów terytorialnych oraz podmiotów przekładających cele unijne na działania dostosowane do uwarunkowań lokalnych. W części teoretycznej omówiono istotę i modele biznesowe gospodarki cyrkularnej, determinanty transformacji gospodarek lokalnych, instrumenty polityki spójności oraz mechanizmy paradyplomacji samorządowej. Badanie łączy przegląd literatury i krytyczną analizę źródeł z analizą aktów prawnych Unii Europejskiej, dokumentów Polski i danych statystycznych, a także ze studiami przypadków i wieloaspektową analizą treści tych dokumentów. Zakres empiryczny obejmuje polskie gminy i powiaty, których przedstawiciele uczestniczyli w latach 2015–2022 w pracach Europejskiego Komitetu Regionów, oraz jednostki realizujące projekty Interreg Europe o profilu cyrkularnym. Wyniki wskazują na niewykorzystany potencjał samorządów, regionalne dysproporcje w gospodarce odpadami, rozproszenie regulacji, hybrydowy charakter wdrażania prawa unijnego oraz selektywne osiąganie celów gospodarki cyrkularnej. Uzasadniają zarazem potrzebę współpracy międzysektorowej, lepszego dostępu do finansowania, wsparcia administracji publicznej uwzględniającego specyfikę lokalną, a także większej aktywności międzynarodowej JST. Dobór jednostek pozwala rozpoznać możliwości najbardziej aktywnych samorządów, a nie powszechny poziom zaangażowania JST w Polsce. Książka łączy walor poznawczy z aplikacyjnym, zapewniając solidne podstawy do projektowania polityk wspierających transformację cyrkularną na poziomie lokalnym i regionalnym.

The architectural heritage of the Polish People’s Republic (PRL) represents an ambivalent category of cultural resources, often perceived as dissonant heritage. Its negative perception, compounded by aesthetic controversies, technical degradation, and inappropriate modernization, complicates its protection and integration into urban development policies.&#13;
&#13;
This dissertation investigates the significance and development potential of socialist modernist heritage in Poland, focusing on heritage awareness, territorial impact, and cultural and economic value. Its objectives are to examine the integration of heritage into urban policies, assess its strategic potential, and conduct a comprehensive valorization of selected resources.&#13;
&#13;
Situated within regional studies, the research draws on local development theory, the resource-based view, and David Throsby’s theory of cultural capital. It examines non-residential socialist modernist buildings in former voivodeship capitals, selected purposively according to their functional diversity, architectural authenticity, and cultural significance. A mixed-methods approach combines historical-interpretative analysis, document analysis, field observations, and CAWI and CATI surveys conducted in 2023–2024. Strategic potential is assessed using the VRIO framework, while economic non-use value is estimated through the willingness-to-pay (WTP) method. The research findings are synthesized in the Atlas of Socialist Modernist Heritage.&#13;
&#13;
The findings reveal that despite limited public awareness and insufficient integration into urban development strategies, socialist modernist heritage possesses considerable development potential. The study highlights its capacity to strengthen territorial capital, urban attractiveness, competitiveness, and local identity. Its recognition, valorization, and appropriate management can support more sustainable and heritage-sensitive urban development.

The presented publication cycle concerns the measurement of inflation using scanner &#13;
data and the analysis of the properties of price and quantity indices and indicators under &#13;
conditions of high dynamics in the structure of the inflation basket. The research &#13;
encompasses both an evaluation of existing methods and the development of new &#13;
methodological solutions, along with their empirical verification. The obtained results &#13;
indicate the limitations of classical bilateral indices and support the recommendation of &#13;
methods tailored to the specific characteristics of high-granularity and high-frequency &#13;
data (multilateral indices and indicators). In particular, the cycle of works emphasises &#13;
the role of methodological decisions on the part of the statistical office, such as the &#13;
choice of data aggregation level and data filtering procedures, while also identifying the &#13;
factors that determine the results of price dynamics measurement. The contribution of &#13;
the work lies in extending the toolkit for inflation analysis and in providing conclusions &#13;
of relevance to modern price statistics.

This dissertation focuses on one aspect of environmental quality, the presence of urban&#13;
greenery along hypothetical active mobility routes. Children are an exemplary group of urban&#13;
inhabitants, for whom environmental quality during walking matters greatly. They often&#13;
depend on local and walkable access to urban amenities. Although these issues are important&#13;
in the context of increasingly sedentary lifestyles and children’s growing disconnection from&#13;
nature, they remain insufficiently studied. For instance, little is known about how urban&#13;
greenery and the benefits it provides are distributed across socio-economic groups and urban&#13;
contexts when active mobility routes are considered. This dissertation addresses these research&#13;
gaps by bringing together children’s visual exposure to urban greenery along hypothetical&#13;
walking routes, with a focus on socio-economic inequalities, trade-offs, and the role of&#13;
proximity-based planning.&#13;
Accordingly, this dissertation is guided by three research objectives: (1) to reveal socioeconomic and spatial patterns in children’s visual exposure to urban greenery along their active&#13;
mobility routes; (2) to identify trade-offs in children’s active mobility routes between travel&#13;
distance and visual exposure to urban greenery; and (3) to understand institutional and planning&#13;
conditions for the equitable provision of urban greenery in children’s active mobility routes.&#13;
From an economic perspective, the dissertation conceptualises visual exposure to urban&#13;
greenery along active mobility routes as a non-market environmental benefit that generates&#13;
positive externalities. It adopts a microeconomic lens in which children’s route choices reflect&#13;
constrained decision-making and trade-offs between travel distance and visual exposure to&#13;
urban greenery. At the same time, urban, environmental and institutional economics provide&#13;
the broad perspective for understanding how urban planning, infrastructure provision, and&#13;
public investment decisions shape the provision of environmental benefits.
