The paper assumes that metropolitan areas should be organised as entities entitled to their&#13;
own, internal policy-making. The metropolitan areas policy should also be run by regional and&#13;
national authorities. The legal and political issues must be decided on, in order to make&#13;
established metropolitan area the subject of development policy. Those issues determine:&#13;
• allowed/preferred organisational forms of metropolitan areas,&#13;
• rules for metropolitan areas development planning and spatial planning,&#13;
• financial framework for metropolitan areas, being the separate entities of public finance.&#13;
The model solutions concerning metropolitan authorities’ entitlements and rules for coordination&#13;
of different bodies’ activities in the metropolitan area can be discussed with regard&#13;
to the above mentioned issues.&#13;
Development challenges that are characteristic for metropolitan areas are the rationale&#13;
behind running the policy by metropolitan decision-makers as well as behind the existence of&#13;
metropolitan areas policies. The related issues of high strategic importance, that can be easily&#13;
listed, will in the future determine development possibilities of Polish metropolitan areas as&#13;
well as their position in European perspective.

Metropolitan areas are the most important elements of competing national economies. The&#13;
nature of metropolitan areas, taking into account all dimensions of their functioning, is by far&#13;
more complex than the scale of problems which may be encountered at an average local&#13;
jurisdiction. Managing metropolitan areas in an efficient, effective and economically sound way&#13;
is becoming an important tool for achieving stable competitive advantages by nations competing&#13;
on a global level.&#13;
The first part of the article deals with problems of failure in public institutions and other&#13;
barriers of efficient metropolitan management. In next part foreign experiences are presented.&#13;
The article is concluded with the set of practical recommendation concerning institutional and&#13;
organizational approaches.

Local governments of the basic tier have to fulfill a big variety of tasks important for the&#13;
people and business on their areas. To do that properly, they need sufficient money. There are&#13;
many national acts which regulate the local government finance: they range from The Constitution&#13;
down to particular instructions issued by the Ministry of Finance and other members&#13;
of the Central Government.&#13;
The paper analyses one kind of acts devoted specially to the local government revenue&#13;
sources valid during the last fourteen years. It proves that the general structure of income, i.e.&#13;
own revenues, general and specific grants remained unchanged; the same refers to the list of&#13;
particular sources. Some amendments had to be done due to different reasons; the mosUy&#13;
affected being the general grant system. Paper ends with a comparison of the current solutions&#13;
with those provided by the previous acts on local government revenue. The general issue is&#13;
that time and expected experience do not necessarily result in better solutions.

rocznica utworzenia Zakładu Ekonomiki Rozwoju Miasta na Wydziale&#13;
Ekonomiczno-Socjologicznym Uniwersytetu Łódzkiego. Druga okoliczność,&#13;
którą pragniemy uczcić niniejszą publikacją, to 80. rocznica urodzin naszego&#13;
nestora, także obchodzona w lipcu 2004 r.
