The paper deals with transform ations in the sphere of management concepts and with the influence exerted by these concepts on the personnel policy. The author analyses also possibilities of further development of this field in the coming years. In the eighties there appeared several trends, which will be exerting their more intensive influence on the management proces in enterprises in the future. Enterprises will be orienting themselves more towards their environment, which is among others a result of a growing impact of the social policy. Alongside a more rapid influence of environmental conditions, introduction of new technologies in enterprises will be placing higher requirements before the management. Elasticity must become a crucial element of the personnel policy.

The authors point at the fact that the strategic planning plays a leading role in preparation of developmental processes within anenterprise. Its specific feature is its capacity to anticipate problems and solve them conceptually. However, not all problems are of a strategic character. The strategic character of a problem is conditioned by a result of predicting consequences, which may emerge as a result of postponing the solving of a problem. The authors distinguish among cognitive, evaluative and executive problems. Among problems of a special kind are those to be solved in the process of planning, which are characterized by their great complex ity. It means there exist many a lternatives allowing to achieve desirable goals, uncertainty i.e . existence of events difficult to predict, and dynamics making it necessary to modify goals with passage of tlltle. The solving of developmental problems may be divided in to previous and "keeping-pace" sequences. The previous sequence consists ininitiating, distinguishing and solving successively cognitive problems: identification, diagnostic and prognostic problems. In turn, the basis for initiating the "keeping-pace" sequence is a previously obtained solution of an evaluative problem, which constitutes a basis for solving an executive problem. In Poland, the planning of development tended to be limited to the fragmentary solving of technical problems while in the countries with market-oriented economies the solving of market problems in the planning of development consistsin searching for a proper "product-market" combination. The necessity of searching for new methods of the projection of future in these countries has caused that the planning of development is treated there as a process coordinating and integrating market, technical and organizational problems, and as a point of departure for the formulating of development strategy.

The authors attention is focussed on economic and methodological aspecte of studies on and rationalization of production-procurement ties of enterprises on a regional scale. There are discussed the most significant economic determinants and barriers to effective functioning of cooperation ties , which can be encountered in economic practice of enterprises. The second part of the article constitutes a synthetic review of research methods and techniques finding their application in studies on the problems in question, and the authors point at a degree of their analytical usefulness. Next the problem of rationalization and effectiveness of production-procurement ties has been presented in the light of the empirical studies carried out by the authors in selected enterprises.

The author presents four groups of problems in this paper. First, he discusses the concept and goals of an acquisition of enterprises showing economies its provides and its positive influence on an enterprises competitiveness, Secondly, planning has been analyzed as a factor determining success or failure of an acquisition. The findings of numerous empirical studies have been described here. The third group of problems encompasses the stages of planning an acquisition, analys is of an enterprise and its environment, search for and choice of an object of an acquisition and its realization. Fourthly, there are discussed tasks and roles of particular subjects planning an acquisition: the management of enterprise, its headquarters, and colleges or project groups set up in case of necessity.
