An attempt has been made in the article to perform a theoretical&#13;
analysis of problems connected with effectiveness of the functioning of housing economy system, the main attention has been focussed on two fundamental issues, i. e. foundations of the system&#13;
and its properties.&#13;
Diversity of systemic solutions in the sphere of housing economy&#13;
is restricted by strictly defined foundations - the some for each&#13;
of variants. Their source are endogenous and exogenous determinants&#13;
characteristic for the functioning of housing economy.&#13;
The analysis of endogenous and exogenous factors in development&#13;
of housing economy and adoption of an assumption that it is impossible,&#13;
introducing the system of housing economy, to neglect both&#13;
Sciences and guidelines of the economic policy allow to determine the following foundations essential in the process of formulating&#13;
an effectively functioning system: characteristic causalities and&#13;
specific character of housing economy a long with methods of influencing housing relations corresponding to them.&#13;
The second part of the article focusses on properties of the&#13;
housing economy system. There is also presented their review from&#13;
the point of view of definite behaviours necessary to accomplish&#13;
the realized guals of the economic sphere in question. From among&#13;
many listed properties, the properties of advisability and optimality&#13;
have been discussed in greater detail.

<summary type="text">Teoretyczne i metodyczne podstawy szacowania wielkości potrzeb remontowych spółdzielczych zasobów mieszkaniowych

The article presents foundations for estimating the volume of&#13;
necessary repairs from the view point of the theory and methodology&#13;
of estimation process. This called for defining more precisely the&#13;
category of repair needs itself and showing a relationship between needs and rate of obsolescence.&#13;
The authoress classifies methods of estimation according to different criteria. Applying the criterion of "investigation method"&#13;
she has distinguished direct and indirect methods. Taking into account consequences of obsolescence, she proposes their division into&#13;
static and dynamic. In turn, accepting the goal of a study as a&#13;
criterion, she distinguishes methods serving as an instrument of&#13;
diagnosing existing and past processes of obsolescence or also predicting their further course. There are pointed out interrelationships between particular groups of methods. More attention has been&#13;
paid to presentation of the method of estimating repair needs in&#13;
practice of the cooperative housing sector, and it is suggested&#13;
that adjustments in the method of estimation it self are necessary.

The article presents an attempt at determining the impact exerted&#13;
by principles of financing the cooperative housing sector on technical maintenance of housing resources.&#13;
Its theoretical part is based on descriptive analysis supported&#13;
by the theory explaining the impact exerted on the process of technical maintenance of housing resources by the financial system.&#13;
The authoresses proceed from an assumption that the financial system in the cooperative housing sector has characteristics of a&#13;
parametric system, which theoretically creates possibilities for the&#13;
effective functioning of the process of technical maintenance of housing resources. These possibilities have be engreatly reduced in&#13;
conditions of the economic crisis. This thesis is supplementd by&#13;
statistical interpretation of te analyzed economic phenomena.

<summary type="text">Próba optymalizacji kosztów eksploatacji spółdzielczych budynków mieszkalnych

One of essential elements of the economic calculus in the housing&#13;
economy are problems of costs of exploitation and maintenance&#13;
of residential buildings. The main point here is rationalization&#13;
of the level of these costs.&#13;
The article is an attempt to presenta method, which indicates&#13;
buildings characterized by optimal levels of costs of their exploitation and maintenance. The presented method accepts the simplest&#13;
case, that is when analyzed costs grow rectilinearly. The idea of&#13;
this method boils down to analysis of an envelope of a set of functions&#13;
of exploitation and maintenance costs of residential buildings.
