Abstract

Development of economic ties between the East and the West has always been dependent on numerous factors aaong which the political factor has been playing a special role.The seventies witnessed sudden deterioration of East-West economic relations. It concerned also the transfer of high technology. A lot is being said about problems connected with restrictions in technology transfer but there is seldom mentioned the impact of these restrictions on realization of capital in industrially developed Western countries. An embargo on technology transfer boils down in practice to export restrictions in the entire manufacturing sector. A threat for realization of capital in capitalist countries (with exception of the United States) caused by the policy of technological restrictions is greater than consequences of export restrictions for socialist countries.
