dc.description.abstract | The issue of drug addiction and the question of which approach to drug policy should be chosen remain important and current topics. Discussions on appropriate regulations are ongoing in many countries as well as on the international level, and politicians are the ones who can control the solutions. Therefore, in my dissertation, I analyze parliamentary discourses on drug policy, particularly focusing on the narratives used in these discussions. Based on this analysis, I attempt to answer the following questions: why politicians choose certain solutions, and what measures can be taken to ensure that the regulations they introduce are most beneficial for a whole society. An analysis of several parliaments also allows for a comparison between the Polish drug policy and the Polish debate, on the one hand, and relevant policies and debates in other countries, on the other hand. The most important conclusions, in general and brief terms, are as follows: In the UK and the European Union, more narratives refer to facts than in Poland and the United States, where parliamentarians more often refer to emotions. This translates into trust in institutions. The functioning of the EMCDDA and the ACMD is a significant element of European and British drug policy. Moreover, the analysis of the research material leads to the conclusion that there is no single type of narrative that has a stronger impact on politicians. They are inclined rather to choose solutions and construct narratives that are consistent with their preferred axiological perspectives. | pl_PL |
