Integracja oś-szprychy: teoria i przegląd badań empirycznych

Abstract

Celem niniejszego artykułu jest przedstawienie koncepcji integracji oś-szprychy, a także próba odpowiedzi na pytanie, czy i w jakim stopniu wpływa ona na zmianę dobrobytu krajów podejmujących współpracę w ramach takiego modelu oraz handel międzynarodowy. Artykuł składa się z trzech zasadniczych części. W pierwszej z nich przedstawiono koncepcje integracji oś-szprychy, w drugiej teoretyczne rozważania dotyczące wpływu integracji oś-szprychy na dobrobyt krajów uczestniczących, natomiast w trzeciej przegląd badań ekonometrycznych (modele grawitacyjne) dotyczących wpływu integracji oś-szprychy na handel międzynarodowy. Dominującą metodą badawczą jest krytyczny przegląd literatury (głównie anglojęzycznej), uzupełniony o własne zestawienia danych dotyczących integracji. Na podstawie przeprowadzonego przeglądu literatury można wysnuć wniosek, że choć z perspektywy osi integracja realizowana w takim schemacie jest korzystna, dla szprych efekt ten nie jest tak jednoznaczny, bowiem kraje odgrywające w danym układzie role szprych nie odnoszą korzyści z wolnego handlu pomiędzy sobą.

The aim of the article is to present the concept of hub-and-spoke integration and attempt to answer the question of whether and to what extent it influences the welfare of countries undertaking cooperation within this model and international trade. The article consists of three main parts. The first one presents the concept of hub-andspokes integration, the second includes theoretical considerations about the impact of the hub-and-spokes integration on the welfare of the participating countries, and the third provides review of the econometric studies (gravity models) on the impact of the hub-and-spokes integration on international trade. The dominant research method is a critical review of the literature, complemented by authors’ own compilation of data regarding integration. On the basis of literature review, it can be concluded that although from the perspective of the axis integration carried out in such scheme is favorable, for spokes this effect is not so definite, as countries acting in particular system as spokes do not benefit from free trade among themselves.
