Stosunki międzynarodowe a kultura

Abstract

Praca przedstawia wstępne rozważania na temat relacji między kulturą a stosunkami międzynarodowymi. Demonstruje ich zależności w kontekście badań odpowiednio nad stosunkami międzynarodowymi i kulturą, odwołując się do ich definicji, współzależności i odmienności, na tle krótkiego rysu historycznego oraz teraźniejszości. Podkreśla rosnące zainteresowanie rolą kultury po 11 września 2001 r. wśród badaczy stosunków międzynarodowych, na gruncie polskim zwanym „zwrotem kulturowym” (cultural twist), wskazującym na istnienie ścisłej konwergencji między stosunkami międzynarodowymi i kulturą. Zaświadczają o tym m.in. konferencje, publikacje naukowe, podręczniki oraz wybory dokumentów. Ważny element pracy stanowią rozważania na temat miejsca kultury jako bezpośredniej i pośredniej dominanty stosunków międzynarodowych. Autorka odwołuje się także do własnych doświadczeń dydaktycznych związanych z nauczaniem tego zagadnienia na Wydziale Studiów Międzynarodowych i Politologicznych Uniwersytetu Łódzkiego. Dokonuje oceny proponowanego zakresu tematycznego tego przedmiotu przez pryzmat studiów kulturowych, w szczególnie ich zdobyczy na kierunku studiów międzynarodowych za granicą, tj. na uniwersytetach europejskich i amerykańskich. Usprawiedliwia rozszerzenie zakresu tematycznego tych zajęć przez wprowadzenie wybranych aspektów dyskursów politycznych, odwołujących się do analizy, m.in. ideologii, komunikacji oraz języka jako jednego z mediów odtwarzających porządek społeczny w kontekście grup interesów i kontroli dostępu do publicznego forum.

The paper presents introductory remarks on the relationship between culture and international relations. Referring to their historical and current backgrounds, it demonstrates the interdependence of the two disciplines in the context of their definitions and affinities. After the September 11, 2001 attacks, which evoked a “cultural twist” in international relations, many Polish academics became more interested in culture, stressing in their works the significance of a close convergence between politics and culture. Their growing interest is expressed in the organization of a conference as well as the publications of academic and educational studies and various selections of acts and documents. The direct and indirect influence of culture upon international relations is also discussed in this paper. Its author cites her own experience teaching international cultural relations at the Faculty of International Studies and Politology, University of Lodz. She evaluates the thematic content of her lectures through the prism of cultural studies, which constitutes one of the most significant aspects of international relations in the Western European and American teaching syllabi at the university level. As a result, the author proposes some changes in the thematic core of the lectures devoted to international cultural relations in Poland. The main change is to involve the introduction of political discourse, particularly theories of ideology, communication, and language as a medium regulating social order in the context of selected interest groups and the control of access to the public forum.
