There are many ways leading to the improvement of the situation on labour market and to
increase of the effectiveness of labour market policy (LMP). There is no one model country which
solutions in the field of LMP can be recommended as a success formula. The ways of each
countries leading to the employment increase are connected with the tradition and history of
industrial relations in the given economic model. These ways can be classified as follow: 1. correct
evaluation of labour market programmes, 2. profiling, targeting, 3. prevention of giving too many
aims to the one programme, 4. introducing new motivation systems in public employment services
and the competition between them (job brokering, activation measures).
The article pays special attention to the benefits connected with profiling. This term is used in
this paper to cover the approach of the early identification of individuals at risk of long-term
unemployment and the referral to various active labour market programmes. The experience of the countries appying the profiling procedures suggest that detailed profiling information is very
helpful for the allocation of recources and an important help in deciding about adequate and
customised intervention.
