Theoretically the management system of foreign trade constitutes an integral&#13;
part of the management system of the whole economy. Nonetheless, despite the&#13;
ever-growing role of foreign trade in creation of the national income, changes&#13;
in the system of management of this sphere do not always correspond to changes&#13;
in the whole system. Sources of reforms in management of foreign trade must&#13;
be sought in the theory (model analysis) and in practical difficulties of rapid&#13;
growth processes. The level of productive forces does not represent a sufficient&#13;
index for assessment of the degree of decentralization of decisions in foreign&#13;
trade.

<summary type="text">Międzynarodowe umowy handlowe Polski z zagranicą

The article sets forth to discuss the importance of trade agreements in foreign&#13;
trade of Poland. The character and contents of the agreements are determined by&#13;
the socio-political system of the country with which Poland enters into such&#13;
agreements. The article consists of two parts. In the first part the analysis is&#13;
focussed on trade agreements concluded between Poland and socialist states, and&#13;
especially on their importance, procedure of concluding these agreements, their&#13;
contents and consequences for Polish foreign trade organizations. The second&#13;
part of the article presents trade agreements, as a basic element of the treaty&#13;
policy of the state, which creates suitable conditions for foreign trade organizations&#13;
to conduct trade exchange in the markets of developed capitalist countries.&#13;
The analysis of contents and scope of the agreements reveals the evolution in&#13;
economic relations between countries of different socio-political systems in line&#13;
with provision of the Conference on Security and Coperation in Europe.

The article discusses the evolution of trade policy in the capitalist economy&#13;
of the post-war period. The presentation of this evolution in preceded by presentation&#13;
of the main arguments of supporters of free trade and protectionism. Liberal&#13;
and protectionist doctrines have been competing for a long time and they were&#13;
winning recognition in turn in different countries depending upon the economic&#13;
situation. In the post-war period we have been witnessing, as a rule, a strong&#13;
trend towards liberalization of the world trade promoted by efforts of such&#13;
organizations as GATT and the UNCTAD. Among others, as a result of endeavours&#13;
of these organizations there appeared a modified doctrine of free trade called&#13;
neoliberalism. Economic recession of 1974—1975 stopped this trend and today we&#13;
can observe a return to protectionist policy.

<summary type="text">Zasady polityki handlowej zawarte w statucie GATT a warunki uczestnictwa Polski
Dzikowska-Zawirska, Janina
The article contains an analysis of principles of trade policy stipulated in&#13;
the statutes of GATT from the point of view of conditions of Poland’s participation&#13;
in GATT. Hence the structure of the article, that is to say the article is&#13;
divided into two parts. In the first part the author characterizes the principles&#13;
of trade policy themselves as formulated in the statutes of GATT. This refers&#13;
obviously to basic instruments of trade policy i.e. the most-favoured nation treatment, customs tariffs, and quota restrictions. This analysis makes it possible to&#13;
pass to the second part, in which there are discussed conditions of Poland’s&#13;
participation in GATT, and possibilities of negotiating their newer form. The&#13;
analysis ends with the Tokyo Round, the debates of which were still in progress&#13;
when this article was being written.
