The town of Łęczyca has a substantial potential for development, however launching of&#13;
a large-scale investment activity lies beyond the financial capacity of the local authorities.&#13;
Thus, the local authorities are forced to look for capital from the external sources and protect&#13;
its interests by means of, for example, preferential shares. The most crucial objective at the&#13;
moment is to restore to Łęczyca the status of the economic and institutional centre of the&#13;
Łęczyca district. To this purpose it is first and foremost necessary to use all the local assets&#13;
and economic potential. It is essential for the local authorities to create the local market&#13;
whose development should be a driving force for the economy of Łęczyca.

The following study raises the question of an inverse relationship between inflation and&#13;
unemployment, which constitutes a crucial issue connected with conducting economic policy&#13;
of a country, particularly monetary policy. The concept of the Philips curve, which describes&#13;
this relationship, has evolved considerably over the last forty five years. As a result of this&#13;
evolution, the model of the Phillips curve has been expanded to encompass expectations as&#13;
well, which in turn has led to the development of the NAIRU theory. On the basis of this&#13;
theory it is possible to determine the real cost of disinflation in relation to the level of&#13;
unemployment. The research results connected with the Philips curve and NAIRU in Poland which have&#13;
been presented in the study show that there exists a considerable difficulty connected with&#13;
estimating the parameters of the Phillips curve and, as a consequence, with the value of&#13;
NAIRU. The reasons for these problems can be associated with the violent changes occurring&#13;
in the Polish economy, particularly in the first half of the 1990s. In this connection, the&#13;
attempts o f determining NAIRU are mainly based on the statistical data coming from the&#13;
later period. The value of NAIRU in Poland in the years 1995-2002 is estimated at 12-16%&#13;
- which is a level commonly regarded as high. Due to the limitations presented above an&#13;
unequivocal evaluation of monetary policy based on the NAIRU theory seems to be impossible.

The disparities between labour supply and the demand for labour are the subject of&#13;
analysis. In order to achieve the objective of the analysis, the population of the unemployed&#13;
in various cross-sections have been characterized as well as job offers sent to poviat&#13;
employment offices on the local labour market being the subject of research. Particularly,&#13;
the influxes of the unemployed and the inflows of job offers, ordered according to the&#13;
economy sector and jobs, have been thoroughly examined. The labour market analysis in&#13;
this cross-section was supposed to indicate the jobs for which there is the biggest demand&#13;
on the part of employers and it should enable to identify the so called deficit jobs. The&#13;
number of deficit jobs is varied in the spatial system and in the period being the subject&#13;
of research (that is in the years 2001-2003) researchers observed an increase in this&#13;
number.

In the following article there have been presented the issues concerning the role, the&#13;
objectives and the way of functioning of social construction associations (TBS). Great hopes&#13;
have been set on the building activity pursued by such associations concerning a quick&#13;
improvement of the housing situation of the society. Unfortunately, TBS are not able to fulfill&#13;
the tasks they are charged with. Tenement flats account just for a few per cent of the total&#13;
number of flats put into use and this situation is very unlikely to change in the following&#13;
years. This does not result from the lack of interest in this form of building, but solely from&#13;
the lack of loans granted by the National Housing Fund. The implementation of changes in&#13;
the procedure concerning the service of a loan led to a decrease in the scale of the undertaken&#13;
building activity as well as to the prolongation of the time required to receive an indispensable&#13;
subsidy. Numerous changes in the act on selected forms of support for the housing construction&#13;
or in the executory provisions also contribute to relentless confusion in the activity of social&#13;
construction associations and cause problems connected with the appropriate planning of the&#13;
future of the firms. At the same time, the establishment of social construction associations&#13;
(TBS) by municipal communes, whereby a commune has got 100% of shares, shows advantages&#13;
and disadvantages of such a solution. A commune as a founder of a company bears all the&#13;
costs connected with the investment of the initial capital of the company or with a contribution&#13;
in kind. Sometimes being the owner of the company a commune may too strongly interfere&#13;
in the activity of the association and „commission” it to carry out the tasks the commune&#13;
is charged with. The Municipal Social Construction Association Ltd. in Płock can serve as&#13;
an example whereby the company which is currently carrying out the construction of 300&#13;
council flats has practically stopped building tenement flats for the people registered in the&#13;
Municipal Social Construction Association. Moreover, the costs of obtaining and maintaining&#13;
a tenement flat are quite substantial and thus such flats are quite an expansive commodity&#13;
affordable only by the people with a “medium high income”. Therefore, it is difficult to&#13;
maintain that these flats are easy and cheap to rent. In spite of many problems connected&#13;
with the tenement flats system, it is worth emphasizing that it is a needed segment of the&#13;
housing market.
