The outbreak of the German-Soviet War on 22 Juni 1941 created new political conditions
in Europe in wich the settlement of the relationship between the Republic of Poland and
Union of Soviet Socialist Republics was almost the necessity for the Polish authorities.
The root causes for the agreement with its recent agressor and enemy were, according to
General Sikorski’s Government, the possibility of taking care of the Polish population on the
USSR territory as well as necessity of enlargement of the Polish Army based on recruits from
the East.
After long and difficult negotiations representatives of the two states agreed the conditions
of the political compromise (under the influence of the British diplomatic service) and on 30
July 1941 the Polish-Soviet agreement was achieved, wich was called after the surnames of
signatories as the Sikorski-Maiski Pact where both sides decided to restore diplomatic relations
and were obliged to exchange embassadors.
In the result of this agreement the polish embassy was reactivated in Moscow in the
middle of August 1941. Prof. Stanislaw K.ot was the first supervisor of the embassy.

At 5:36 a.m. Moscow time on May 1st, I960, an unknown plane violated the stale frontier
of the USSR at point 20 km south-east of the town Kirovabad, the Tajik Soviet Socialist
Republic, intruded into the airspace of the Union of Soviet Socialist Republics. The plane
which violated the Soviet Frontier was tracked continuously by units of the Soviet anti-aircraft
defence. The examination of the plane’s wreckage and special equipment it carried established
that it was an American plane of the „Lockheed U-2” type, designed for (lights al great
altitudes, adapted for intelligence purposes and, to this end, equipped for aerial photography
and radio reconnaissance from great heights. Besides the plane, the main evidence of real
destination of the flights was pilot - Francis Ga rry Powers who saved and took part in the
trial in Moscow in August 1960. The main purpose of this article is to show how Soviet
leaders used propaganda methods in order to gain political aims. This paper is based on
documents published as a The trial of the U-2, Exclusive Authorized Account of the Court
Proceedings of the Case of Francis Garry Powers, Heard before the Military Division of the
Supreme Court of the U.S.S.R. Moscow August 17, 18, 19, 1960 and American and Polish
documents connected with this case.

Le problème du contrôle de l’énergie atomique était un des sujets de la Conférence des
ministres des affaires étrangères à Moscou entre le 16 et le 26 décembre 1945.
Durant les débats, un projet de résolution est né concernant la formation par l’Assemblée
Générale de l’ONU d’une Commissiom â l’Energie Atomique. La délégation de la Grande
Bretagne avec Ernest Bevin en tête, a joué un rôle très important dans le processus de sa
formation. Le but principal des représentants du gouvernement londonien était de surveiller
que soient mentionnés dans le projet, tous les principes de la conception du contrôle atomique,
compris dans la Déclaration de Washington du 15 novembre 1945. On peut diviser en deux
étapes l’activité des Britanniques pendant la conférence. Pendant la première (16-20 décembre), ils ont essayé d’établir une position commune avec la délégation des Etats Unis sur le contenu
du document. Ils voulaient surtout mentionner dans le mémorandum américain les inscriptions
de la Déclaration de Washington qui y ont été omises et qui respresentaient des éléments
importants de la conception du premier ministre Attlee. Il s'agissait aussi de confirmer les
conditions de l’entente Anderson-Groves qui garantissait au gouvernement du Labour Party
une collaboration bilatérale dans la recherche sur l’arme atomique. L’attitu de indifférente du
sécretaire d’Etat, James Byrnes en vue des réquisitions britanniques n’a pas permis de
concevoir une entente. Durant la deuxième étape, du 20 décembre jusqu’a la fin des débats,
Bevin a réussi à contourner l’avertion des Américains à prendre une position commune sur
le contenu du texte de résolution à former une Commission à L’Energie Atomique. L’attitude
du chef de la délégation soviétique l’y a beaucoup aidé. Il a provoqué le rapprochement
anglo-américain en présentant une opinion négative sur une partie des principes du mémorandum
de Byrnes.
L’activité du représentant de la Grande Bretagne durant les débats à Moscou a porté ses
fruits. Les participants à la conférence ont adopté un projet de résolution qui contenait toutes
les décisions fondamentales de la Déclaration de Washington. Dans son cadre on a compris
aussi bien le texte qui parlait du besoin de l’application du partage des travaux AEC en
étapes que l’obligation de créer une ambiance de confiance générale en formant un systeme
de garantie réciproque de sécurité, ce qui était la priorité de l’étape préliminaire. Le succès
de l’equipe de Bevin était également l’élaboration d’un compromis avec les Russes sur la
question de dépandance de la Commission aux organes de l’ONU qui éliminait le danger
d’une surveillance complexe du Conseil de Sécurité sur ses travaux. La place du représentant
du Canada a AEC a été maintenue malgré le fait que ce pays n'é ta it pas membre fixe du
Conseil. Une seule directive de Attlee n’a pas été réalisée par la Délégation Britannique. Bevin
n’a pas réussi à obtenir de la part de Byrnes la garantie d’une future collaboration bilatérale
des recherches sur l’arme atomique fondée sur les décisions du 16 novembre 1945.

Dr. Edvard Beneś the last president of the First Czechoslovak Republic decided to left
the country and went on exile just after the München agreement in September 1938. He
hoped to be able to act on behalf of the restoration of Czechoslovakia. Still some possibility
for his political activity were open not earlier than after March 15th 1939 when the Germans
had entranced Prague thus having crushed the München agreement. From the very beginning
he aimed to create a kind of Czechoslovak Government in exile and if possible to reconstruct
the entire political structure of the Czechoslovak state temporary abroad. He sustained the
First Czechoslovak Republic was still existing and according to it’s constitution and it’s law
had never ceased to exist. There were however some obstacles that disturbed him and his
political supporters to achieved those aims. At first there was disunion in the ranks o f the
Czechoslovak emigration as regards the person who ought to be a leader. Beneś was supported
by those from USA and Great Britain, and the British Government as well. But there were
the other pretenders - Milan Hodża and Stefan Osusky both were Slovac politicians supported
by the French government and those Slovacs on exile who wanted the wider autonomy of
their country within the framework of the Czecho-Slovak state. Denes refused both as he
wanted neither to share the power with the other person nor to accept the equal relation
with the Slovacs in their common Czechoslovak state. Eventually there were the war’s events
that helped him to solve the most difficult problems. After the outbreak of the War World
II he proclaimed Czechoslovakia to be at war with Germany. Still the Allied Powers refused
to recognise Czechoslovak government and Great Britain recognised the Czechoslovak
National Committee no t earlier than in December 1939. Beneś had to wait till July 1940
when the military catas trophe of France destroyed the political position of his opponents.
Still even than however the British had announced the recognition of the so called Provisional
Government of the Czechoslovak Republic, they refused to admit the uninterrupted existence
of the Czechoslovak state and the recognition of its former borders as well. These were the
problems Beneś was forced to deal with for the wartime years to come still since then enjoying
the position of an unquestionable leader of the Czechoslovak political emigration during the
World War II.
