Streszczenie
This chapter presents the key issues for transforming public sector organization to learning organization in the perspective of the key factors, which include: the ability of the organization to make changes, the creation process of organizational learning and the effective knowledge management. At the beginning, the need to transform public sector organization in a learning organization was articulated. In the main part of the article, the context of adaptation and change capacity model, the mechanism of organizational learning and the output model of transforming public sector organization to learning organization have been shown. In summary of the paper, the attributes of the public learning organization and barriers to their creation were specified.
