Granice finansów publicznych w kontekście reguł fiskalnych
Streszczenie
Polityka fiskalna w Unii Europejskiej jest regulowana przez krajowe i unijne reguły fiskalne,
których celem jest zapewnienie stabilności fiskalnej poszczególnych państw ugrupowania. Jednak,
jak pokazały ostatnie doświadczenia, reguły te przez niektóre państwa zostały całkowicie pominięte
w prowadzonej przez nie polityce fiskalnej, do której wkradała się duża uznaniowość. Efektem
końcowym takiej sytuacji był gwałtowny i wysoki wzrost deficytu oraz długu publicznego. Kryzys
finansowy lat 2007–2009 ukazał potrzebę dokonania przeglądu i udoskonalenia obowiązujących
dotychczas reguł fiskalnych. W wielu przypadkach wiązało się to z koniecznością przeprowadzenia
istotnych reform strukturalnych. Celem artykułu jest odpowiedź na pytanie, czy reguły fiskalne
mogą stanowić skuteczną barierę dla dobrowolności w kształtowaniu polityki fiskalnej poprzez poszczególne
państwa. Fiscal Policy in the European Union is governed by both EU and National Fiscal rules respectively,
which aims to ensure fiscal stability and consolidation of each country in the Union. However,
as demonstrated by the recent trends and observation of these rules, some countries have completely
missed out on carrying out their fiscal policy targets, which shows large discrepancies in relation
to fiscal guideline rules existing in the EU. The end result of this situation has been the rapid
growth and increasing nature of budgetary deficit and public debt. The financial crisis of 2007–2009
highlighted the need to review and improve the existing fiscal rules. In many cases the need to carry
out major structural and institutional reforms has been the target and this article attempts to provide
an answer to the question of whether Fiscal rules and Governance can provide an effective Solution
on reforming and reshaping fiscal policy and governance of individual countries in the European
Union towards a path of consolidation and sustained growth.
